The Upper Providence Township Council held their monthly Committees Meeting on April 24, 2008 at 7:30 PM in the Upper Providence Township Building. Mr. Bierling led the Pledge of Allegiance.

Public Forum:

Bill Thomas, 104 Valley view Road, asked Council when a public meeting to discuss the proposed future sanitary sewer projects would be scheduled.

Mr. Cashman informed Mr. Thomas that when the Township Sewer Authority completed their preliminary plans for the projects, the Township would engage the public. Mr. Cashman anticipated the meeting sometime in June.

Mr. Clinton suggested that we continue to be transparent on this issue. He added that the Act 537 Plan notice didn’t engage the community enough even though we followed the letter of the law. Mr. Bierling asked Mr. Clinton to propose a better way to notify the public. Mr. Visek offered that the public doesn’t want to talk about the Act 537 Pan but rather wants all the project details including locations and costs.

Presentation - Providence Road Sidewalk Project Phase II

Mr. Hamaday and Mr. Matson provided an overview of Phase II of the Providence Road Sidewalk Project. The project, funded with a grant from the Safe Routes to School Grant program, consists of the installation of sidewalks on west side of the 1000 block of Providence Road. Approximately 611 feet of sidewalk will be installed over 11 properties with new handicap ramps at both intersections of Woodcliffe and Providence Roads. A new-stripped crosswalk will also be installed at School Lane. The cost of the project is approximately $142, 000. Once the Plans are completed, Mr. Matson will forward to PennDot for final approval and bidding through PennDot’s bidding system. The Township will award the bid and oversee construction of the project, which is expected to commence sometime in late 2008.

Mr. Hamaday informed Council that he notified the property owners and tenants of the affected properties by certified mail and invited them to attend the meeting to view the project presentation.

Mario and Elizabeth Massimini, owners of 1008 N. providence Road, attended the meeting and supported the project. They asked questions regarding the grass strip between the curb and sidewalk and asked Council if any driveways would be widened during the project. Mr. Matson indicated that there would be a 2’ wide grass strip and no driveway entrances will be widened.

Mr. Hamaday informed Council that the only other individual to contact the Township regarding the project was the owner of 1024 N. Providence Road who was concerned about the property’s sign, landscaping and access to the site during construction.

There being no business, Mr. Visek made a motion, seconded by Mr. Bierling to adjourn the business meeting. The vote was unanimous and the meeting was adjourned at 8:05 PM.

Township Building Improvements
Mr. Hamaday reported that there was no new information at this time on the possible Township Building renovations. He informed Council that he was looking at a vacant parcel owned by Aqua PA on Old State Road as a possible location for a public works storage yard and would keep Council informed on the status.

 

Community Development Committee

Zoning Permit Fee Waiver request – Boy Scout Troop 430
Mr. Hamaday informed Council that he is in receipt of a Zoning permit fee waiver request from Boy Scout Troop 430 for a new parking stall to house their small troop trailer at Reformation Lutheran Church. Mr. Hamaday indicated that the request would be on Council’s May Business meeting agenda.


Next G Networks – Public Right of Way Information Letter
Mr. Hamaday informed Council that letters notifying the residents of Mansion Drive, Lakewood Drive and portions of Birnam woods and Leedom Drive of the Next G’s proposed telecommunications antenna on Providence Road were sent out. To date no resident calls have been received.


S. Overhill Road Parking Restrictions Letter
Mr. Hamaday informed Council that letters to the residents of Overhill Road regarding proposed parking restrictions on the bend of the roadway near State Road were sent out. The letter proposed an increase in the no parking areas on both sides of the road and asked for input form the residents. Mr. Hamaday was awaiting responses.


47 State Road -Proposed Telecommunications Facility
Mr. Hamaday informed Council that he has received notice that Verizon is considering a proposed telecommunications facility on the property. The property currently houses dental and business offices. The proposed facility would consist of a 117’ flagpole in the rear parking lot. Mr. Hamaday is reviewing the information and will notify Verizon of the Township requirements for a telecommunications facility.

Walden School Traffic Signal Letter
Mr. Hamaday informed Council that he has sent out letters to the residents of Sandy Bank Road seeking input on Walden School’s request to phase their expansion project and schedule the installation of the proposed traffic signal at Providence and Sandy Bank roads during the second phase of the project which would be 5 to 8 years in the future. He indicated that he would forward the responses to Council for their review prior to acting on Walden’s request.

Proposed Ordinances
Mr. Hamaday indicated that the proposed Flood Plain amendment, Subdivision Plan Submission Requirement and Variance/Special Exception Time Limit Ordinances would be on Council’s May Business Meeting agenda for a public hearing and a second reading of each ordinance.

Proposed Right-of Way Ordinance
Mr. Hamaday distributed a proposed right-of-way ordinance prepared by Mr. Pappano in response to questions raised by Council during the Next G presentation at the April meeting. The proposed ordinance regulates the Township right-of-ways and provides for user fees. The ordinance will be forwarded to the Planning Commission for review.

Fiscal Committee

Statewide Police Pension System Proposal
Mr. Hamaday provided Council with a letter from the Township’s Pension plan advisor regarding the proposed State legislation establishing a statewide police pension system. The Township’s advisors has indicated that such a system would not be in the best interest of the Township and requested Council send letters to our State Senator and Representatives opposing the legislation. Mr. Hamaday indicated that this matter would be on Council’s May Business Meeting Agenda for consideration.

Proposed Ordinance 436 – Handicapped Parking Space, 111 Valley View Road
Mr. Hamaday informed Council that the second reading of Ordinance 436 establishing a handicapped parking space at 111 Valley View Road would be scheduled for Council’s may Business Meeting.
Public Works Committee

2008 Road Program
Mr. Hamaday asked Council to forward their review comments on the 2008 road program list to him as soon as possible so he can have the Township Engineer’s office begin work on the bid documents.
