BUSINESS and COMMITTEES MEETING
January 24, 2008

The Upper Providence Township Council held their monthly Committees Meeting
on January 24, 2008 at 7:30 PM in the Upper Providence Township Building.
Mr. Bierling led the Pledge of Allegiance.

Public Forum: |

Mitchell and Barbara Fox, 36 E. Overhill Road addressed
Council on the vandalism occurring in their neighborhood and on their
property. The Fox’s asked Council to investigate the vandalism in the
neighborhood and to add police patrols. They also submitted a handout to
Council on the vandalism activity to date. |

Chairman, William Clinton, Fredric Reid and Steven Visek. Also present were
Robert Pappano, Township Solicitor and Anthony T. Hamaday, Township Manager. |

Volunteer Service Recognition
Mr. Cashman suggested to Council that the many volunteers who serve the
Township need to be recognized and proposed an annual event such as a
luncheon or gathering. Mr. Clinton agreed and offered that doing so would
show that they are a part of something much larger than just a board or
commission. Mr. Hamaday will look into the possibilities of an annual
luncheon or open house. |

Planning Commission and Zoning Hearing Board
Meeting Agendas
Mr. Hamaday review the January Planning Commission and Zoning Hearing
Board meeting agendas. Mr. Visek asked Mr. Hamaday to keep a close eye on
the time clock for the O’Neill subdivision on South Orange Street.
Development of Separate Township Sewer Districts
Mr. Cashman explained that he has received a request that the Township
Council consider asking the Sewer Authority to create separate sewer
districts when developing the sanitary sewer plan for north of the Route 1
By-pass. He added that some residents and current Sewer Authority
customers have an issue with paying for the new sewer installations north
of the By-pass and believe the cost should be borne solely by the new
customers. Mr. Cashman added that he wants to make sure any project is
performed in an efficient and cost effective manner and suggested that
Council meet with the Sewer Authority to seek their input and comments on
the separate sewer districts request.
Mr. Clinton suggested that in addition to the separate district request,
he has other issues he wishes to discuss with the Sewer Authority so he
welcomes a meeting. He would like to understand their operational history
and usage charges. He also would like to see some technological advances
to save water resources.
Mr. Cashman recognized Robert Powell in the audience and asked Mr. Powell
to comment on his email to Council requesting consideration of the
separate sewer districts.
Mr. Cashman and Mr. Hamaday will reach out to the Sewer Authority and
arrange a meeting.
Trail Plan Update
Mr. Cashman asked Council where Council stands on adoption of the trail
plan. Mr. Clinton asked Council’s interest in moving forward especially
with the Rt. 252, State Road and Manchester Avenue sidewalks. He also
suggested that Council develop a committee to move the plan as recommended
by the consultant. Council held lengthy discussions on the pros and cons
of a creating a committee, their role and who would prioritize the
projects. Mr. Clinton suggested that the committee could implement the
plan. Mr. Visek offered that he was not concerned with a committee in that
role but rather see the Township utilize professionals to implement the
plan. Mr. Reid indicated his preference to utilize existing boards and
commission rather than seek new individuals since it has been difficult to
find residents who want to serve. Mr. Bierling was concerned about finding
the funds to start the implementation. All Council members agreed that
adopting the plan was a priority and would continue to discuss the
implementation.

Parking Restrictions – Overhill Road, Shadeland and Woodland Avenues
Mr. Hamaday informed Council that he and Chief Montella were still review
the Overhill Road neighbor’s concerns in order to find a possible solution
to their traffic complaints. He indicated that he hoped to have that
completed for the February Committees meeting. Mr. Hamaday also informed
Council that the ordinances announced earlier in the Business Meeting would
add Shadeland and Woodland Avenues to the current residential parking permit
program in order to help with the daily train commuter parking on the
streets.
Neighborhood Meeting – Yarmouth, Wellfleet and Cape Cod
Mr. Cashman informed Council that he would be conducting a neighborhood
meeting with the residents of Wellfleet, Yarmouth and Cape Cod to discuss
traffic issues that have been brought to his attention. He added that the
Township has added new signage and
have stepped up traffic control on the streets but the residents are
concerned with the continued cut-through traffic in the neighborhood,
especially during the rush hours.
Brandywine visitors Center –“Walk for the Wounded”
Mr. Hamaday informed Council that the Brandywine Visitors Center, along with
a nonprofit organization is preparing to schedule a fundraiser called “Walk
for the Wounded” to raise funds for returning war veterans. The fundraiser
will consist of a walk from the Veterans Museum in Media to Rose Tree Park
where there will be festivities for all ages including entertainment. Mr.
Hamaday indicated that he and Mr. Cashman would be attending the event jump
off meeting in 2 weeks and would keep Council informed.
Acting Corporal Assignment
Mr. Hamaday informed Council that Chief Montella has requested Council
consider promoting Officer Larry Baker to Acting Corporal. The matter would
be on Council’s February meeting agenda. |

2007 Road Program Final Payment
Mr. Hamaday informed Council that the final 2007 road program payment
request would be on their February meeting agenda. A. F. Damon has
completed all the punch list items and the Township Engineer recommends
release of the final payment.
2008 Road Program
Mr. Hamaday informed Council that Mr. Pysher has begun reviewing the
Township road conditions and he will have a report for Council’s review at
the February meeting. Mr. Hamaday indicated that the weather has
cooperated and that the early we go out to bid the more competitive the
prices, especially with the volatile oil prices.
District Court Handicapped Ramp and Sidewalk
Mr. Hamaday indicated that he has received quotes for a new-handicapped
ramp at the District Court building entrance as well as for new curb along
Providence Road. The new ramp will replace the old macadam ramp at the
front doors and the new curbing will eliminate court parking on the grass
area along Providence Road. The contract award will be on Council’s
February meeting agenda for action.
The Committees Meeting was adjourned
