Robert Ferry, 1071 Ridley Creek Road, asked Council to consider posting
the property at 1020 Ridley Creek road as a Township park and install
“No Hunting” signs. Mr. Ferry indicated that as shotgun season
starts hunters would no doubt hunt on the property and cause a safety
concern in the neighborhood.
Martha Maran, 650 N. Ridley Creek Road, shared with Council photographs
of the UPOS clean up of Scot Park and asked Council to consider enacting
an animal control ordinance. Ms. Maran indicated that a property on South
Avenue contains numerous animals and has become a nuisance to the surrounding
neighborhood.
Scott Hatton, 706 Summer Street, question Council on the impact the proposed
“No truck parking” on Summer Street will have on him and his
neighbors. Mr. Hatton indicated that he was unaware of any proposed ordinance
and that the pick up truck he drives has a truck tag, which would prevent
him from parking on the street in front of his house. He asked Council
to reconsider the proposed ordinance.
Wayne Covey, 7045 Summer Street, asked Council to not approve the proposed
“No truck parking” ordinance on Summer Street. Mr. Covey indicated
that there was no problem currently on the street with regard to truck
parking and that the proposed ordinance would also prohibit him from parking
his vehicle in the street.

Ordinance No. 380 - Police Hiring Procedure
Mr. Visek made a motion, seconded by Mr. Bierling to adopt Ordinance
No. 380 amending Chapter 282 of the Township Code to provide additional
criteria and vacancy notice for positions within the Police Department.

Street
Mr. Shay made a motion, seconded by Mr. Visek to table the proposed
Ordinance No. 381 until the August 12, 2004 Regular Meeting.

Ordinance No. 382 – Model Stormwater Management Ordinance
Mr. Visek made a motion, seconded by Mr. Bierling to adopt Ordinance
No. 382 adopting a Model Stormwater Management Ordinance required by the
NPDES Phase II Federal Stormwater Management regulation as an MS4 Permit
obligation.

Ordinance No. 383 – Uniform Construction Code
Mr. Visek made a motion, seconded by Mr. Bierling to adopt Ordinance
No. 383 adopting the Pennsylvania Uniform Construction Code as the Township’s
Building Code and electing to explore the provisions of the Code.

Ordinance No. 384 – Construction Code Amendments
Mr. Visek made a motion, seconded by Mr. Bierling to adopt Ordinance
No. 384 outlining Township Building Code amendments prior to July 1999
that are permitted to remain in effect under the New Uniform Construction
Code.

Mr. O’Donnell indicated that Council would take no action at the
meeting on proposed Resolution No. 2004-16 authorizing the hiring of a
new police officer.
On a motion by Mr. Visek, seconded by Mr. Shay, the Business Meeting
was adjourned at 8:12 PM.

Committee Meeting

|
Mr. Hamaday reported that he and Ms. Moore were currently interviewing
several candidates for the vacant police secretary position and will be
recommending a candidate to Council.
Mr. Shay requested that Council be emailed a draft copy of the meeting
minutes prior to the meeting date for review. Council instructed Mr. Hamaday
to begin doing so monthly as soon as each draft minutes are completed.

| Community Development Committee |

Mr. Hamaday indicated that the Planning Commission has approved the Township’s
final subdivision plan for 550 Farnum Road and that the plan will be before
Council at the July 8, 2004 Regular Meeting for review and action buy
Council. Mr. Hamaday also indicated that the bid specifications for the
sale of a portion of the property are completed and that the advertisement
for bids will be placed in the newspapers beginning the week of July 11.
2004.
Mr. O’Donnell provided Council with an update on the Comprehensive
plan. He indicated that the Committee is still on target for completion
of the plan by the end of the year. The data collection is completed and
the Committee is reviewing two (2) chapters per month.
Mr. Hamaday reviewed for Council the monthly Zoning Hearing Board and
Planning Commission meeting agendas for Council.
Mr. Shay question the applicable laws with regard to posting the Township’s
property at 1020 Ridley Creek Road to prevent any potential hazard to
the residents from hunters illegally hunting on the property. Council
asked Mr. Hamaday and Mr. Pappano to check the regulations for posting
the property.
Mr. Shay indicated that he would like to see an ordinance created to
require building to have their front face the public street. He pointed
out a commercial property on State Road that was not aesthetically pleasing
since the side of the building faces the street. Council asked Mr. Pappano
and Mr. Hamaday to see if other communities have ordinances regarding
such requirements.

| Fiscal Committee |
Mr. Hamaday indicated that additional real estate revenue is being received
due to the settlement of tax appeals filed by the Rose Tree Media School
District on some properties in the Township that were sold at a market value
higher than the assessed value.

| Public Safety Committee |
Mr. Visek indicated that two (2) potential police candidates have been interviewed
for the new police officer position. A third candidate scheduled to be interviewed
has taken a position with another Police Department. Mr. Visek indicated
that over 50 applications had been received for the single position and
that the list of candidates was narrowed down by initial interviews with
the Chief of Police and the Corporals. Mr. Visek suggested that Council
will need to discuss the candidates and that he expects to Council to hire
the officer at the July Meeting |

| Public Works Committee |
Mr. O’Donnell informed Council and the public that the Recreation
Board is accepting recommendations for names for the property at 1020
Ridley Creek Road as well as receiving requests for donations from the
Township’s community and charitable organizations. Mr. Hamaday indicated
that the Recreation Board has provided a scholarship to two (2) children
in the Township to attend the Township’s summer recreation program.
Mr. Hamaday informed Council that the Recreation Board would develop some
criteria for providing the scholarships annually.
Mr. Shay asked how communications to the Recreation Board from Council
worked. Mr. Hamaday suggested that he was the intermediary between Council
and the Recreation Board and that information to and from the recreation
Board was done via emails and memorandums from him to the Recreation Board
Chairperson.
Mr. Visek indicated that Mr. Shay’s concerns could be satisfied
if the Township’s Boards and Commissions reported to Council at
Council’s monthly meetings as required by the Home Rule Charter.
Mr. Bierling suggested that the volunteers on the various boards and commissions
may not want another night out and would be satisfied with quarterly reports.
Mr. Visek indicated that quarterly reports would be a good start. Council
instructed Mr. Pappano to review the Home Rule Charter on the issue and
asked Mr. Hamaday to send notice to the boards and commissions regarding
a quarterly report to Council at a designated meeting.
Mr. Shay asked Mr. Hamaday for an update on Berman Park and suggested
that there is a safety issue that has not been resolved with regard to
the fence between the new play area and the adjacent apartment complex
driveway and the playground parking lot. Mr. Shay suggested enclosing
the entire play area with a fence to ensure the safety of the children
using the equipment. MR. O’Donnell suggested having the Recreation
Board review the fence issue and report their recommendations to Council.
Mr. O’Donnell, hearing no further reports, adjourned the meeting
at 8:50 PM
