BUSINESS and COMMITTEES MEETING
March 27, 2008

The Upper Providence Township Council held their monthly Committees Meeting
on March 27, 2008 at 7:30 PM in the Upper Providence Township Building. Mr.
Bierling led the Pledge of Allegiance.

Present were Edward Cashman, Chairman, Edward Bierling, Vice
Chairman, William Clinton, and Fredric Reid. Also present were Robert
Pappano, Township Solicitor and Anthony T. Hamaday, Township Manager. |

Township Building Improvements
Mr. Hamaday informed Council that he is still reviewing possible options
with regard to the proposed Township Building improvements and has meet with
Linn Architects to discuss. Linn Architects had prepared conceptual plans
for a second floor addition and some new possibilities involve first floor
renovations and new Council meeting room.

Planning Commission and Zoning Hearing Board Meeting
Agendas
Mr. Hamaday reviewed the March Planning Commission and Zoning Hearing
Board meeting agendas. He indicated that the Planning Commission again did
not meet due to the lack of applications submitted for review.
Escrow Release No. 2 – St. Mary Magdalen Church
Mr. Hamaday informed Council that St. Mary’s has requested the second
escrow release for construction improvements associated with the new
church and the request would be
on Council’s April agenda for action. He added that the Parrish expects to
dedicate the Church in April.
Central Delaware County Authority Membership
Mr. Hamaday reported to Council that Nether Providence Township has
approved a revised membership agreement to permit Upper Providence,
Newtown and Edgmont into the Authority. Mr. Bierling indicated that the
Township would now be a member of CDCA.
Mr. Clinton asked Mr. Cashman if he had anything to offer to Council
resulting form his meeting with the Township Sewer Authority. Mr. Cashman
responded that he was waiting for the Sewer Authority to provide a plan
for sewer installation north of the Route 1 Bypass and that during the
meeting the Authority offered insight into their course of action
including how they believe the plan should be developed. Mr. Clinton
reemphasized his call for a meeting to keep the public informed on the
progress of the sewer plan. He suggested that it would be appropriate to
have it sooner than later in order to be transparent on the issue. He also
suggested the need to look at the sewer rental rate and possible change
the rates to reflect water consumption instead of a flat rate. This would
help in water conservation.
Mr. Cashman suggested that Council wait until the Sewer Authority has
developed a plan or specific proposal before any meeting is held.
Next G Networks – Public Right of Way Presentation
Mr. Hamaday informed Council that at their April Council Meeting, Next G
Networks would be making a short presentation on their proposal to install
one of their antenna systems to a utility pole on Providence Road and
Lakewood Road. Next G is a neutral host service provider that offers its
antenna network to telecommunication carriers in order to enhance their
wireless services.
Proposed Ordinances
Mr. Hamaday indicated that the proposed Flood Plain amendment, Subdivision
Plan Submission Requirement and Variance/Special Exception Time Limit
Ordinances would be on Council’s April Meeting agenda for a second reading
of each ordinance.
O’Neill Subdivision – North Orange Street
Mr. Hamaday informed Council that the applicant has not yet provided the
Township with an extension of the 90-day plan review limit and Council may
have to take action on the plan at their April Business Meeting. The plan
ha not been revised by the applicant to comply with the Township
Engineer’s review comments and therefore the Planning Commission has not
made a recommendation on the plan to Council.
Third Street Bridge
Mr. Hamaday informed Council that he had very little new information on
the status of the Third Street Bridge, which is in Media Borough. Mr.
Clinton believed that all ownership issues had been resolved and the
Borough, Swim Club and PennDot were working on completing the project. Mr.
Hamaday informed Council he would obtain more information and forward to
Council. |

S. Overhill Road
Mr. Hamaday informed Council that he and Chief Montella are still reviewing
the appropriate action to recommend to Council to address the neighborhood’s
concerns about speeding and truck parking. He added that he would have more
information for Council at the April Business Meeting.
Part Time Police Officers
Mr. Bierling indicated that the Police Department is still accepting
applications for part time police offers. He informed Council that Chief
Montella will begin interviewing and should have a recommendation to Council
for hiring shortly. He also informed Council that he has invited the Rose
Tree Fire Company to the April Meeting to give an update on Fire Company
activity.

2008 Road
Program
Mr. Hamaday asked Council to forward their review comments on the 2008
road program list to him as soon as possible so he can have the Township
Engineer’s office begin work on the bid documents.
Project Remembrance – Veterans Memorial
Mr. Hamaday informed Council that the project, which relocates the current
veterans memorial from the corner of Sandy Bank and Providence Roads to
the Township Building, has started. He noted that the new monument
location has been staked out in front of the building and construction
should be begin within the week.
The Committees Meeting was adjourned at 8:20 PM.
