The Upper Providence Township Council held their monthly Committees Meeting
on May 24, 2007 at 7:30 PM in the Upper Providence Township Building. Mr.
Bierling led the Pledge of Allegiance. |

were Robert Pappano, Township Solicitor, Kevin Matson, P. E., representing
the Township Engineer’s office and Anthony T. Hamaday, Township Manager. |

Act 537 Plan Revision –
CDCA Membership
Mr. Matson, of the Township Engineer’s office reviewed the Township’s
draft Act 537 Plan revision showing the potential sewage plans for areas
of the Township north of the Route 1 bypass. Mr. Matson indicated that the
draft reflects 2 parts of a proposed sewerage plan. The 1st part of the
plan calls for the installation of main interceptor lines along Providence
Road and Ridley creak Road allowing the area north of the bypass to be
split among the Ridley Creek and Crum Creek Waters sheds. The 2nd part of
the plan proposes 9 separate sewer districts that can be manageable
constructed over the next 9 to 10 years. He estimated that one district
could be completed each year with an over all cost of approximately $15
million. The plan also calls for the districts to tie into the main
interceptors utilizing low-pressure systems as much as possible to keep
costs affordable. Mr. Matson informed Council that the plan would be
advertised on June 14th and submitted to DEP on July 14th.
Council asked questions regarding the break down of the districts, cost
efficiency of the individual projects verse an all-inclusive project as
well as the order off build. Mr. Visek also asked if the project could be
coupled with a sidewalk improvement project since roadways will be already
under construction. Mr. Matson responded that the Sewer Authority would
work out all the questions during their preparations for the projects. Mr.
Clinton asked if Mr. Matson knew the potential for increased development
as a result of the sewer projects. Mr. Matson indicated that a future flow
analysis was done for the area and determined that in addition to the
current 2100 homes, the system could accommodate up to 600 homes if the
zoning would allow for such.
Mr. Williamson asked if the design for the low-pressure system could
accommodate a better means for auxiliary power in the event of a power
outage. Mr. Matson concluded his presentation with a proposed timetable
for plan implementation with the plan being approved by September 2007;
securing necessary DEP permits by the spring of 2008 and the start of
construction of the interceptors in the summer of 2008.
Planning Commission/Zoning Hearing Board Agendas
Mr. Williamson and Mr. Hamaday reviewed for Council the May Zoning hearing
Board and Planning Commission Agendas. Mr. Williamson commented on
Delaware County’s zoning application for the Rose Tree Inn expansion
project, which includes new parking areas and a 3000 sq. ft. community
center. He indicated that the residents in attendance at the hearing did
not want to develop the open space areas of Rose Tree Park.
Proposed Ordinance Updates- Planning Commission
Mr. Hamaday indicated that the Planning Commission did not make any
recommendations on the flood plain; billboard and subdivision plan
submission ordinances they are working on so Council will not have any
ordinances for announcement at the June meeting.
252 Sidewalk Project Update
At the request of Mr. Bierling, Mr. Hamaday updated Council on the status
of the Providence Road Sidewalk project. He indicated that the Township
Engineer is nearing completion of the final plan, which will then be bid
using PennDot’s bidding system which should take place sometime this
summer.
Code Enforcement Permit Inspection Program Update
Mr. Hamaday informed Council that during the first 2 weeks of the program
2 patrols of 3 hours each were conducted and found 27 properties where
construction was occurring without proper permits. Mr. Hamaday indicated
that a permit fee cost projection would realize approximately $4,050 at a
man hour cost of $600 for the inspections clearing indicating the program
is working and paying for itself.

Trail Plan Update
Mr. Clinton gave Council an overview of the vents of the public input
meeting held on May 21, 2007 at the Rose Tree Fire Company. He indicated
that the consultants and trail plan committee members were please with the
turnout of 68 residents and with the great interaction and feed back
received. He added that there will be 2 additional public meetings and
that the draft of the final plan should be prepared by November of this
year. Mr. Williamson noted that everyone had an excellent experience and a
lot a great ideas were submitted for consideration.

Pension Plan Advisory Committee
Mr. Visek indicated that he was upset that all the information he had
requested from some of the company’s interested in managing our pension
funds has not been received and requested Council’s opinion on whether or
not to more forward with a pension committee meeting regardless. He
suggested that there seems to be 2 avenues to travel. The first would be
to conduct the meeting within 2 weeks with a deadline for receiving the
additional information of wait to schedule the meeting until the
information is received. Mr. Visek added that the current pension plan
administered by PSAB is not a bad plan but the Township should explore
whether or not a better plan can be found for the employees and taxpayers.
Mr. Bierling suggested that Council move forward and conduct the meeting
so the companies can present to the Pension Plan Committee and let the
employees decide and make a recommendation to Council on the plan.
Mr. Visek echoed Mr. Bierling’s comments and added the more company’s
interested the better the possibilities for the Township
Mr. Visek reminded Mr. Hamaday that he was still waiting on information he
requested on the hourly wages of part time police officer in the area and
that he would like the item on Council’s May Business meeting agenda. |

PennDot Signage Approval – N. Ridley Creek Road
Mr. Hamaday indicated that PennDot has approved the Township’s request for
additional dangerous curve and speed limit signs on N. Ridley Creek Road.
PennDot should install the signs within the next several weeks.

CDCA Membership/Capital Contribution Financing Ordinance
Mr. Hamaday informed Council that the 1st reading of the CDCA membership
and capital contribution financing ordinance would be on Council’s June
Business meeting agenda for action
Public Works Vehicle Sale
Mr. Hamaday informed Council that the new ford dump trucks have arrived
and he will be preparing bid specifications for their sale. He will also
include the vehicle the Police Department will be taking out of service
when the new Ford Expedition arrives and is placed in service.
The Committees Meeting was adjourned at 8:30 PM.
