BUSINESS and COMMITTEES MEETING
October 25, 2007

The Upper Providence Township Council held their monthly Committees Meeting
on October 25, 2007 at 7:30 PM in the Upper Providence Township Building.
Mr. Bierling led the Pledge of Allegiance.

Public Forum: |
Paul DiCecco, Overhill Rd. requested the ability to speak
about the Overhill Rd Agenda item during the Committees meeting.
Bob Ferry, Ridley Creek Road, thanked Council for making the effort to
acquire the Drexeline property. He added that the new north entrance to
Scott Park is getting a lot of use.
Bill Thomas, 104 Valley View Road, asked that Council consider utilizing the
dwelling at 50 Sandy Bank Road as a senior center after the Township
acquires the property. |

Pappano, Township Solicitor, Joanne Moore, Township Controller and Anthony
T. Hamaday, Township Manager. |

EMST Tax Ordinance Amendment
Mr. Hamaday informed Council that the second reading of the proposed
amendments to the EMST ordinance, know called the Local Services Tax, would
be on Council’s November meeting agenda. |

October Planning Commission and Zoning Hearing Board
Meeting Review
Mr. Hamaday reviewed for Council the actions taken by the Planning
commission and Zoning hearing Board at their respective October meetings.
Delaware County Land Development Plan – Rose Tree Tavern Project
Mr. Hamaday informed Council that Council has to make a decision on
Delaware County’s Land Development Plan for the use of the Rose Tree
Tavern and new carriage house. Mr. Hamaday added that the Environmental
Commission is reviewing the proposed landscape plan as recommended by the
Planning Commission and will provide a recommendation on the proposed tree
species selected since they are not on the Township’s approved list. Mr.
Clinton asked if the curb issue has been resolved. He added that he has
framed the proposed land development plan as a way to make the Park and
County Visitor’s Bureau successful and would accept the rolled curb. He
indicated that he does not want Council action to be delayed by Mr. Visek
and the curb issue.
Mr. Bierling suggested that for him the curb issue is not significant and
wishes to have the Township Engineer make a recommendation on the type off
curb best suited for the control of storm water as well as aesthetically
pleasing.

Parking/Traffic Complaints
Mr. Hamaday informed Council that he was in receipt of a review from
Detective Sergeant Montella on the following traffic complaints:
10 S. Overhill Road - Parking Concerns
Shadeland Avenue - Parking Concerns
Olive Street @ Lincoln Street – Parking Restrictions
Media Station Road. – Truck Parking
Cape Cod/Well Fleet Traffic Concerns
Mr. Hamaday briefly reviewed Sergeant Montella’s memorandum and informed
Council that he would forward to the Public Safety Committee for their
review and recommendations for action.
Paul DiCecco, Overhill Road addressed Council and indicated that in addition
to the speeding Mr. Hamaday alluded to that the issue of a large truck
parked on the street impairs sight distance and makes it difficult to
navigate the street. Mr. Hamaday indicated that he would review the truck
issue to determine if it is legally allowed to park on the road.
First Suburbs of South Eastern PA
Mr. Clinton encouraged Council to support the First Suburbs of South Easter
Pa organization which as been in existence for 1 ˝ years and whose purpose
is to address issues emerging in the municipalities surrounding
Philadelphia. Mr. Clinton added that most of the municipalities are to small
themselves to address the issues, which will in time migrate to suburban
communities if they are not addressed. The organization is comprised of
local municipalities, elected officials, labor unions, businesses, and
religious organizations. He asked Council to consider supporting the
organization and an upcoming seminar on December 7, 2007 at Bryn Mawr
College. The event is a bipartisan effort with a panel of individuals
including Andy Reilly, Chairman of Delaware County Council. Mr. Cashman
asked that the matter be [placed on the November 8, 2007 Council Agenda for
action.

Pick up
Snow Plow Purchase
Mr. Hamaday asked Council to consider purchasing a snow plow for the new
pick up truck with proceeds from the sale of the 2 old Ford dump trucks.
He informed Council that he would provide additional information when the
trucks were sold.
