The Upper Providence Township Council held their monthly Committees Meeting
on May 22, 2008 at 7:30 PM in the Upper Providence Township Building. Mr.
Visek led the Pledge of Allegiance. |

Mr. Walter
Omlor, Township Constable, asked Council to consider contacting Media
Borough and Middletown Township and work together to create a dog park and a
recreation center for senior citizens. Mr. Omlor also requested that the
Township add information in the next newsletter on the constable’s role at
polling places during elections. |

Township Building and District Court Cleaning Service
Mr. Hamaday informed Council that the current cleaning service has informed
his office that they will no longer be able to provide cleaning service to
the Township. Mr. Hamaday indicated that he and Mrs. Moore are contacting
various cleaning companies to solicit prices for cleaning service for the
remainder of 2008. Their recommendation will be forwarded to Council and the
matter will be placed on the June meeting agenda for action.

S. Overhill Road Parking Restrictions Letter
Mr. Hamaday informed Council that several responses to the letter he sent
to the residents of Overhill Road regarding proposed parking restrictions
on the bend of the roadway near State Road have been received. All but one
letter were in favor of the Township doing something to help with the
parking problem. The letter against the proposal suggested that the
proposed new parking restrictions would do nothing to fix the problem. Mr.
Hamaday indicated that the proposed ordinance would be added to Council’s
June Meeting agenda for announcement.
Walden School Traffic Signal Letter
Mr. Hamaday informed Council that he received only 5 responses to date
regarding the letter sent to the residents of Sandy Bank Road seeking
input on Walden School’s request to phase their expansion project and
schedule the installation of the proposed traffic signal at Providence and
Sandy Bank during the project’s second phase which would occur 5 to 8
years in the future. He suggested that Council should review and render a
decision on Walden’s request at the June Meeting.
Rose Tree Park Tavern Development Update
Mr. Hamaday informed Council that he has confirmed that the County will
only move forward with the Tavern reconstruction portion of their land
development plan. The proposed new carriage house has been eliminated as a
result of several meetings with the neighbors surrounding the Park. Mr.
Hamaday also informed Council that he has sent a letter to the County
asking that County Council consider allowing the Township to be included
in the County’s vehicle fuel bid and permission to use the fuel pumps at
Rose Tree Park. If approved by the County, the Township could realize
significant savings on vehicle fuel. He will keep Council informed on the
issue.
Planning Commission meeting Report
Mr. Hamaday reviewed the May Planning Commission Agenda for Council
O’Neil Subdivision Plan, 925 N. Orange Street
Mr. Hamaday indicated that the Planning Commission has recommended
approval of the O’Neil Subdivision plan, which calls for the subdivision
of the existing parcel into 4 new building lots. He added that the owner
had received zoning relief for various bulk lot requirements permitting 5
lots on the site but due to net out regulations and site constraints the
owner has reduced the lots to 4. Mr. Hamaday indicated that the Planners
are recommending approval of several waivers for road construction and
buffers.
Mr. Visek asked Mr. Hamaday to provide Council with the requirements
Council must consider regarding the granting of any waiver. |

Ridley Creek Road – Flashing Signal Request
Mr. Hamaday informed Council that he has received a request from a resident
to install a flashing signal on the road to warn motorists of the sharp bend
in the road and assist residents in exiting their driveways. Mr. Hamaday
indicated that he has requested an accident history on the road from the
Police Department and will forward information to PennDot since it is State
Roadway.
Providence Road Sidewalk Update
Mr. Hamaday informed Council that PennDot has requested additional survey
work be performed for the project. He indicated that he would be contacting
pennDot to discuss since the cost for additional surveys was not budgeted.
Proposed Emergency Services Activities Request
Mr. Hamaday informed Council that the Township’s Insurance Broker is
requesting that the Township work with the Fire Company to clarify
firefighting and Fire Company authorized activities. This will allow
injuries sustain by firefighters engaging in defined activities or duties to
be handled appropriately. Mr. Hamaday has forwarded the information to the
Fire Marshal and Fire Chief and will meet to discuss the request. |

2008 Road
Program
Mr. Hamaday informed Council that the Township Engineer is working on the
programs estimate of probable cost and bid documents. They should be
completed by June so the bid process can move forward.
