January 7, 2008

The Upper Providence Township Council held their monthly Business Meeting on January 7, 2008 at 8:25 PM immediately following the Reorganization Meeting in the Upper Providence Township Building. Mr. Bierling led the Pledge of Allegiance.

Present: Mr. Cashman, Chair, Mr. Bierling, Vice Chair, Mr. Clinton, Mr. Visek, Mr. Reid, Mr. Robert Pappano, Township Solicitor, James C. Kelly, Township Engineer, Mr. Anthony T. Hamaday, Township Manager, and Irene Schultz, Administrative Assistant, Walt Omlor, Constable

Awards, Presentations and Announcements
Council recognized Bryant Peng, for his achievement to Eagle Scout. Mr. Cashman presented him with a certificate. Bryant shared that his Eagle Scout project was done at Reformation Lutheran Church. He stated that he constructed a structure/enclosure to house and hide the church dumpster. He added that he had a lot of donations and support throughout the project. He said that the enclosure will still allow easy access to the dumpster. Bryant and his mother had photos taken along with Council. Council offered their congratulations for his achievements.

Judge Lippincott was on hand to swear in Fredric Reid to his first term as the 2nd District Councilman. Mr. Reid’s wife was on hand to assist with the ceremony.
Judge Lippincott was sworn in Edward Bierling to his second term as the 4th District Councilman. Mr. Bierling’s wife assisted with the ceremony.

Chief Montella presented the 2007 police report. He stated that calls for service were up in 2007. He added that all of the goals were met in 2007. He went on to outline the goals for the Department for 2008. Some of these goals included additional training in technology, records management, ability to do reports from the police vehicles, and a dedicated traffic safety officer. Chief Montella then introduced Ryan Jackson, the newest full time officer on the force. He stated that Officer Jackson has exceeded his expectations.

Mr. Cashman thanked Chief Montella and the entire police department for their continued hard work and dedication.

Judge Lippincott swore in Ryan Jackson officially as a fulltime Upper Providence Township police officer.

Judge Lippincott officially swore in David Montella as Police Chief. Chief Montella’s wife and children were on hand to congratulate him. He also introduced 4 generations of Montella’s.

All gathered with Council for photos.

Mr. Visek made a motion, seconded by Mr. Bierling, to oppose the assessment appeal of NSL Rose Tree Place, Sandy Bank Road and authorize the Township Solicitor to work with the RTMSD solicitor in taking the necessary legal steps to oppose the appeal petition before the Delaware County Court of Common Pleas.

Verizon Fios Update
It was announced that as of December 27, 2007, Verizon is officially providing service to the Township. It was explained that service is not yet available to everyone in the Township yet. Not all homes in the Township are connected at this time but are expected to be sometime in the spring of 2008.
 
Administrative Reports

Mr. Hamaday announced that leaf collection would be ongoing until January 16thand residents may place their holiday trees out for that collection. Or, they may place trees curbside for regular trash pick up. He also stated that a Rain Barrel workshop sponsored by CRC will take place on Saturday, February 9th details on the Township website. He added that administrative offices would be closed on Monday, January 21st for Martin Luther King, Jr. Day. He also reminded residents to be aware of snow emergency routes and placement of snow when cleaning their properties during a snow event.

Mr. Cashman announced that they would meet in an Executive Session to discuss personnel and litigation matters.
