BUSINESS MEETING
July 12, 2007

The Upper Providence Township Council held their monthly Business
Meeting on July 12, 2007 at 7:30 PM in the Upper Providence Township
Building. Mr. Bierling led the Pledge of Allegiance.
An
executive session was held prior to the meeting to discuss personnel
issues. |

|
Bill Thomas, 104 Valley View Road,
stated that he supports the sewering of the Township. He asked that Council
please keep the residents informed of the progress and procedures well in
advance of the actual project. He stated that many of the residents he
spoke with had no idea what is going on with the sewering of the Township.
He would like to educate the public and gather their input and answer their
questions.
Mr. Cashman stated that the public is always invited to attend the Upper
Providence Township Sewer Authority meetings each month. He said that the
Township is not yet officially a member of CDCA. He added that the
sewering is still in the infancy stage but as things progress updates will
be added to the Township website.

Mr. Hamaday
announced that the Township is now rain barrel friendly. He invited
residents to visit the Township building to see the rain barrel in the rear
of the building. He added that summer discount tickets are on sale and he
also gave highlights of the summer camp that was held at Springton Lake
Middle School. |

Decker to the Upper Providence Township Sewer Authority for a 5 year term to

Public Improvement Escrow
Release #1 – St. Mary Magdalen Church
Mr. Visek made a motion, seconded by Mr.
Bierling, to approve the escrow release No. 1 in the amount of $119,355.75
to St. Mary Magdalen Church for completed construction improvements
associated with the approved land development plan as recommended by the
Township Engineer.

Condemnation Announcement Drexeline Property
Mr. Bierling announced a proposed ordinance to commence
condemnation of the Drexeline property located N.W. corner of N. Ridley
Creek Road and W. Rose Tree Road. |

Mr. Hamaday announced that the Act 537
is available for review at the Township building or at the Township
Engineer’s office.
Mr. Kelly
reported on the following items outlined in his report dated July 12, 2007.
The items included the 2007 Road Program, approval of contract documents and
approval by PennDot for liquid fuel expenditures, Township Sewer Service
Area Alternatives, stating that CDCA is complete. The plan was advertised
establishing the public comment and review period, and Mancil Road
Improvements indicating that the curbing improvements are completed.
Mr. Pappano stated he would be attending a meeting scheduled with the CDCA
solicitor on July 24, 2007. He added that the Rowan/Dougherty case, Old
Orchard Road is scheduled for trial on Monday, July 16, 2007.
Ed Bierling stated that a child had been hit by a car in June as a result of
a vehicle cutting through the neighborhood of Preston, Woodcliffe, Eastwood
and Roberts Road. The child sustained a broken ankle. In an effort to
avert another incident he is sending letters to neighbors on these streets
asking for their input regarding cut through traffic.
Mr. Omlor offered to have Community
Service deliver the letters.
Mr. Visek made a motion, seconded by Mr. Bierling to adjourn the meeting at
8:10 PM. The motion was unanimously approved.
